Coordinates equality and inclusion efforts across counties and sectors. Aligns county-level initiatives with the Constitution of Kenya, NGEC guidelines, and international treaties. Mainstreams equality and inclusion into county planning, budgeting, and service delivery. Promotes participation of women, youth, persons with disabilities, and marginalised groups in leadership and decision-making. Oversees thematic areas including women in leadership, socio-economic empowerment, peacebuilding, and GBV prevention and response. Monitors compliance with equality provisions including the two-thirds gender rule.

Provides a structured system of response for survivors of gender-based violence (GBV) and child protection cases in Isiolo County. Ensures seamless coordination among duty bearers including police, health facilities, children's department, courts, and community structures. Establishes and strengthens police gender desks and community-based protection structures across all wards. Facilitates timely referral and case management, promotes community awareness of available services, and supports survivors through legal aid clinics.

Provides technical assistance to county governments in drafting, reviewing, and implementing gender and inclusion policies. Supports development of sector-specific policies including the Isiolo County Gender Policy, gender mainstreaming policies for Laikipia and Tharaka Nithi, Anti-FGM policies, and child and social protection policies. Conducts gender analysis studies and audits to provide evidence-based recommendations for policy improvement.

Integrates gender perspectives into county fiscal planning and budgeting processes. Ensures equitable allocation of resources to benefit women, men, youth, persons with disabilities, and marginalised groups. Builds capacity of county assemblies and executives on GRB principles and practices. Provides technical support in developing County Integrated Development Plans (CIDPs) and annual budgets with gender-sensitive indicators.

Strengthening disability mainstreaming committees and supporting Disability People's Organisations (DPOs) to promote inclusion across the region.

Establishes grassroots-level mechanisms to prevent and respond to GBV and child protection concerns. Strengthens community ownership of protection initiatives by involving local leaders, elders, women, youth, and persons with disabilities. Trains community champions and duty bearers on GBV prevention, reporting, and survivor-centred response. Links community structures with formal systems such as police gender desks, health facilities, and courts.

Participates in Court Users Committees (CUCs) and Children's Court Users Committees (CCUCs) to ensure gender and inclusion issues are addressed in justice processes. Advocates for survivor-centred approaches in handling GBV, child protection, and inclusion-related cases. Monitors and follows up on GBV and child protection cases to reduce delays and improve access to justice. Supports legal aid clinics and pro-bono services for vulnerable groups in collaboration with justice partners. Participates in the County Steering Group (CSG) to integrate gender and inclusion priorities into county-level coordination and emergency response mechanisms.
