Gender Mainstreaming
A strategy for embedding equality in all policies, programmes, and systems
What is Gender Mainstreaming?
Gender Mainstreaming is the process of assessing the implications for women, men, boys and girls of any planned action, including legislation, policies or programmes, in any area and at all levels. It is a strategy for making the concerns and experiences of all an integral part of the design, implementation, monitoring and evaluation of policies and programmes in all political, economic and societal spheres, so that women, men, boys and girls benefit equally, and inequality is not perpetuated.
The ultimate goal of mainstreaming is to achieve gender equality.
Policy and Legal Context
Gender mainstreaming in public sector institutions will ensure the integration of the principles of equality and inclusion in the workforce, institutional policies and programs in compliance with Constitutional, statutory and international obligations of the State.

MDA Required Activities
Ministries, Departments and Agencies (MDAs) will be expected to undertake the following activities:
Gender and Equality Information Management Systems
Set up and operationalize a Gender Management System within the institution.
Institutional policies:
Presence of required policies (e.g. on mainstreaming issues of gender, PWDs,other Special Interest Groups, and gender-based violence (GBV)) with program interventions which must be outlined in MDAs’ Annual Work Plans (AWPs) to assesses the extent to which policies have been translated into actions
Capacity Building on Gender
Undertake training and sensitization of employees on gender equality issues and non-discrimination
Submit Biannual Reports
Submit duly signed reports by an Authorized Officer to the National Gender and Equality Commission with a copy to the State Department for Gender and Affirmative Action attaching relevant together with relevant verifiable evidence through appropriate communication channels.
The Commission is mandated to receive and evaluate annual reports on progress made by public institutions and other sectors in compliance with constitutional and statutory requirements on the implementation of the principles of equality and freedom from discrimination in line with Section 8 (j) of the National Gender and Equality Commission Act, CAP 7K. The respective government entities will be issued with an advisory accompanied by a certificate of compliance after the reporting period.
